Notice of Intended Marriage Your Usual Place of Residence is  where you live – your permanent address on the date on which you signed the Notice of Intended Marriage and again on the day you marry.

If your address changes between those two dates, it is fine. Both the Notice and the Marriage Certificate are a snapshot in time.
 
You need to give the full address (eg Unit number as well as the address of the building for example), including house/building number, street name, suburb, state or province, and the post code. If your permanent address is overseas you need to also give the country.
